''Mourad Rais'' is a [[Koni-class frigate|Project 1159T]] frigate ([[NATO reporting name]]: Koni II). The frigate has a length of {{convert|96.4|m|ft|abbr=on}}, beam of {{convert|12.6|m|ft|abbr=on}} and draught of {{convert|3.5|m|ft|abbr=on}}. The frigate has a displacement of {{convert|1,463|t|LT}} standard and {{convert|1,930|t|LT}} at full load. The ship is powered by [[combined diesel and gas]] (CODAG) propulsion system, consisted of one SGW Nikolayev M8B gas turbine with {{Convert|13250|kW|shp}} and two Russki B-68 [[diesel engine]]s with {{Convert|11630|kW|shp}} connected to three shafts. She has a top speed of {{convert|27|kn|km/h}} with gas turbine and {{convert|22|kn|km/h}} with diesels only, and range of {{convert|1800|NM|km|abbr=on}} with cruising speed of {{convert|14|kn|km/h}}. The frigate was laid down on 10 June 1978 at the [[Zelenodolsk Shipyard|A.M. Gorky Shipyard]] in [[Zelenodolsk, Republic of Tatarstan|Zelenodolsk]] with [[yard number]] 250.
