The son of [[John Paulet, 14th Marquess of Winchester]] and Mary Montagu, the daughter of [[Henry Montagu, 6th Baron Rokeby]], he was educated at [[Eton College]] and [[King's College London]].<ref>‘WINCHESTER’, Who Was Who, A & C Black, an imprint of Bloomsbury Publishing plc, 1920–2014</ref><ref name="Centenary History">{{cite book|last1=F. Lord Winchester was a [[Major (British Army)|major]] in the [[Coldstream Guards]]. He served in the [[Second Boer War]], and was killed at [[Battle of Magersfontein|Magersfontein]], [[South Africa]] on 11 December 1899, in a battle where the defending Boer force defeated the advancing British forces amongst heavy casualties for the latter. Lord Winchester was mentioned in the despatch from [[Paul Methuen, 3rd Baron Methuen|Lord Methuen]] describing the battle, as a man who "displayed almost reckless courage".<ref>{{London Gazette|issue=27174|pages=1785-1787|date=16 March 1900|}}</ref>
His remains were transferred back to England, and cremated at [[Brookwood Cemetery|Brookwood]] in early February 1900, followed by a funeral service at [[Amport]] two days later.<ref>{{Cite newspaper The Times |title=Court Circular |date=9 February 1900 |page=10 |issue=36061}}</ref>
