==Early life and education==
Cai was born in [[Wuxi|Wuxi County]] (now Wuxi), [[Jiangsu]], in October 1971.<ref name="cai">{{cite news|author1=Zhuang Yu ({{lang|zh|庄彧}}) |url=http://district.ce.cn/newarea/sddy/202103/26/t20210326_36414902.shtml |script-title=zh:蔡丽新任广西壮族自治区政府副主席 |work=ce.cn |date=26 March 2021 |access-date=11 November 2022 |language=zh}}</ref> In 1990, she entered [[Soochow University (Suzhou)|Soochow University]], where she majored in Ideological and political education.<ref name="cai"/> She joined the [[Chinese Communist Party]] (CCP) in October 1992, when she was a junior student.<ref name="cai"/> She also received a master's degree in management and a doctor's degree in law from Soochow University in December 2001 and June 2006, respectively.<ref name="cai"/>
==Political career==
