Chai was born in {{ill|Suqiao Township|zh|苏桥乡}} of [[Wannian County]], [[Jiangxi]], on September 29, 1966.<ref name="patois">{{cite news|author1=Zhang Donghong ({{lang|zh|张东红}})|url=http://jx.people.com.cn/n/2015/0518/c337959-24905595.html |script-title=zh:上饶籍教授柴立元获习总书记高度赞许 |work=people.com.cn |date=18 May 2015 |access-date=30 January 2020 |language=zh}}</ref> He is the youngest of seven children.<ref name="patois"/> His father died when he was 10.<ref name="patois"/> He and his siblings were raised by their bachelor mother.<ref name="patois"/> He secondary studied at Qingyun High School ({{zh|s=青云中学|l=|labels=no}}).<ref name="patois"/> In 1985, he was accepted to [[Central South University]], majoring in [[non-ferrous metal]], where he obtained his doctor's degree in 1997.<ref name="patois"/> He did his postgraduate work under the supervision of Zhong Haiyun ({{zh|s=钟海云|l=|labels=no}}).
