Son of famous pro-China tycoon [[Henry Fok]], he graduated from the [[University of British Columbia]] with the Master of Business Administration. He was made [[Justice of the Peace]] in 2003 and was awarded [[Silver Bauhinia Star]] (SBS) in 2005.<ref name="wwp"/> He was first elected to the [[11th National People's Congress]] in 2007 and was re-elected in 2011 and 2017.
