Creates a category of the form "YYYY in television by country", where YYYY is a 4-digit year. e.g.
- Category:1942 in television by country
- Category:1967 in television by country
- Category:2005 in television by country
It is not for use on other types of categories, e.g.

Errors
If the template is used on an invalid page, an error message is generated and the page is categorised in:
Errors include:
- The page is not in the category namespace
- The page's title does not take the form "YYYY in television by country"
